by Ellen W. on I went to Top Flr tonight with friends for a low-key birthday celebration (no candles or singing waitstaff). The attire is definitely casual, even on a Saturday night, which caught me off guard in conjunction with its impressive wine menu and creative flavor combinations. We ordered family style, which is the way to get the most out of the a la carte menu. We started off with the mussels (curry flavor) and tuna tartar, which were both impressive and easy to share. For entrees, we had the scallops, crispy duck, and gnocchi with oxtail. For sides, mac/cheese (just enough spice for a zing) and broccoli rabe. All of the food was well-made and tasty, although I would not say extraordinary. My friends thought the scallops were a bit tough and the crispy duck kind of plain, but the gnocchi flavorful with herbs blended directly in the dough. I didn't go to the upstairs part of the restaurant, but overall, it seems like a nice date spot and place to go with friends. The parking lot was full by 7pm, but street parking was accessible. I would go here again for drinks.

Make no mistakes this is a spring break atmosphere and will attract a lot of people in their young 20s for birthday parties. This is a bar to visit on special occasions. Its actually part of a MEGA PLEX on Landsdowne so you have access to multiple floors and even a roof deck. Mixed drinks are served in a glass which adds to class and taste. FYI: For smokers there are heated lamps on the outside so that in the cold you will not be cold. FYI: To get to the coat check, walk down the stairs to the lower level and take your immediate right and head past the booths down a dark winding hallway... :)
