Really nice place.. good ambiance... We had dinner in the restaurant downstairs.. the food was good.. I had the shrimp enchilada...it was good... When you eat in the restaurant downstairs you don't have to pay the cover charge ($10) when you go to the salsa place upstairs... the music is great.. and so are the dancers.. all in all it was a good experience.. but yes... you have to BUY water at the bar... $4... no glass of water available,,,

Top Flr is the new restaurant/lounge that took over the space where Da Vinci's Pizza used to be on Myrtle & Ponce. From what I understand the owner used to work for Carol Street Cafe and has now opened his own spot. Top Flr is going to face the same challenges as Da Vinci's-- it's just a weird set up with a big bar on the bottom floor and all of the seating upstairs. That would be fine if the place were packed, but when it's mostly empty, you feel strangely isolated up there. The menu is mostly small plates (about $6-$15) with a somewhat quizzical variety-- lemongrass mussels (very tasty, but I need some bread or frites to soak up all that good broth), duck confit pizza (would order again), and mac & cheese (okay, but I've had better). I went back for lunch and had a tasty potato, tomato, and blue cheese pizza. Sounds odd, but it worked. It took us a while to get our pizzas at lunch, but the place was empty-- maybe they had to heat the oven for us or something... They have a "late night chocolate" menu with all kind of delectable sounding chocolate truffles and wine pairings. I look forward to trying that soon... The reasonably priced food, the free wireless internet, and the fact that they are a welcome addition to the Ponce side of Midtown make up for the not-yet-lively atmosphere-- I'll go with 4 stars.
